Tøy sizing goes by height, rather than age, starting at 21" and going up to 33". The size indicates the "upper limit", meaning that size 21" is for babies up to 21" long / tall. If your baby is 21.5" you should size up and go for size 23".
For this romper, size range: 27-33". Runs true to its size, although the arm sleeve length depends on the individual baby (3/4 to full length).
